ORDINANCE NO. 178164

 

* Authorize grant application for rainfall interception study to the U.S. Environmental Protection Agency Region X Office of Ecosystems and Communities for $25,875 (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds that:

 

1.  Water quality and watershed management is a key concern for the Portland Region. The relationship between our ecosystem and hydrology (e.g. storm runoff, soil erosion and pollutant loading) is indisputable.

 

2.  Gaining an understanding of the impact of tree canopy in the urban ecosystem is an important link to hydrology as a science and provides urban natural resource professionals and engineers with useful information for stormwater management.

 

3.  The Bureau of Environmental Services recognizes the need for a study to quantify the rainfall interception rates (the interaction of falling precipitation with vegetation) of a number and variety of native tree species utilized in both restoration projects and as street trees in the City of Portland.

 

4.  Grant funds are available through the US EPA Regional Geographic Initiative grant program. Grant funds, if secured, will be used to purchase and install equipment, and to perform a study on rainfall interception of mature tree canopy in the Columbia Slough.

 

5.   No match funds are required by this funder.

 

NOW THEREFORE, The Council directs:

 

a.  The Mayor is hereby authorized to request on behalf of the City of Portland to submit a grant application for rainfall interception study to the U.S. Environmental Protection Agency’s (EPA) Region X Office of Ecosystems and Communities for $25,875.00. (Ordinance).

 

Section 2. The Council declares that an emergency exists because to delay applying for these funds would deprive citizens of the opportunity these grant funds will provide; therefore this ordinance shall be in full force and effect from and after its passage by the Council.
