ORDINANCE NO. 178163

 

* Authorize grant application for communications campaign and SoilTrader website updates to the U.S. Environmental Protection Agency Office of Solid Waste and Emergency Response Innovative Work Group for $13,000 (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds that:

 

1.  Water quality and watershed management is a key concern for the Portland Region.

 

2.  Engaging the public as stewards for the environment is key to ensuring a sustainable Portland. The business community is interested in protecting and preserving Portland’s environment.

 

3.  The Bureau of Environmental Services manages a website for pre-used construction materials called SoilTrader. The SoilTrader website provides for listings of materials, wanted and available. Use of the listing saves business users money and protects the environment. The website, started in 1998, is in need of updates to improve user functionality

 

4.  If successful, the grant will be used to update SoilTrader features, and to launch a communications campaign about the “new” website to targeted users.

 

5.  No match funds are required by this funder.

 

NOW THEREFORE, The Council directs:

 

a.  The Mayor is hereby authorized to request on behalf of the City of Portland to submit a grant application for communications campaign and SoilTrader website updates to the U.S. Environmental Protection Agency’s (EPA) Office of Solid Waste and Emergency Response (OSWER) Innovative Work Group for $13,000.00. (Ordinance).

 

Section 2. The Council declares that an emergency exists because to delay applying for these funds would deprive citizens of the opportunity these grant funds will provide; therefore this ordinance shall be in full force and effect from and after its passage by the Council.
