SUBJECT:  Establish a New Classification of Watershed Pipeline Specialist

The attached Ordinance creates a new represented classification of Watershed Pipeline Specialist and establishes an interim compensation rate for this class. This classification is necessary in order to appropriately classify and compensate work being done in the watershed unit of the Bureau of Water Works.

Background

This new classification is being established to classify work performed in the Bureau of Water Works watershed unit, which includes assisting in monitoring the main conduits in the Bull Run watershed, locating and performing maintenance on the conduits and performing a variety of duties in maintenance and repair of the watershed.

The Watershed Pipeline Specialist classification includes duties that are different from those of the Watershed Specialists. The proposed salary range is 5% above the Watershed Specialist. This reflects the additional knowledge, experience and certification required to perform the Watershed Pipeline Specialist duties. The increased cost in salary and benefits will be absorbed within the bureau’s current budget allocation.

Recommendation

I recommend that the Mayor and City Council approve the creation of this new classification.
