ORDINANCE NO. 178153
* Accept a $498,724 grant from the U.S. Department of Justice, Office of Justice Programs, Office on Violence Against Women. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The U.S. Department of Justice, Office of Justice Programs, Office on Violence Against Women has approved the Portland Police Bureau’s application for funding under the 2003 Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program. The grant award is to encourage the treatment of domestic violence and sexual assault as serious violations of criminal law.
2. The City of Portland Police Bureau has received an award of $498,724. The Police Bureau will use the grant award to establish Domestic Violence Response Teams in the Family Services Division to provide intervention, to increase victim safety, prevent domestic violence and reduce recidivism. The grant funds a Sergeant position, grant required training, equipment and materials for the general operation of the program, and contracts with Volunteers of America and Raphael House for advocate services.
3. The grant period is 10/1/2003 through 9/30/05.
4. The grant does not require matching funds.
NOW, therefore, the Council directs:
a. The Mayor to accept a grant award from the U.S. Department of Justice, Office of Justice Programs, Office on Violence Against Women.
b. An increase in appropriation for FY 03-04 and transfer of funds for the grant is authorized as follows:

Section 2. The Council declares that an emergency exists in that any delay will postpone the transfer of funds to the City of Portland; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
