*Apply for an Office of Domestic Preparedness FY 2003 Urban Area Security Initiative Grant to train and equip First Responders (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Office of Domestic Preparedness is providing financial assistance to selected urban areas through the FY 2003 Urban Area Security Initiative (UASI). The City of Portland, in cooperation with regional partners (Multnomah, Clackamas, Clark, Washington and Columbia County) may apply for financial assistance to address the unique equipment, training, planning, exercise and operational needs of large urban areas.
2. The State of Oregon has designated Portland, Oregon as the core urban area in the State of Oregon. The City of Portland will be eligible for a portion of the 6.7 million dollars available to our regional metropolitan area.
3. Funds provided under the UASI Grant Program will be granted directly to the States with 80% of the total award going to selected urban areas.
4. Funds will be used to train and equip City of Portland First Responders in the event of a terrorist attack.
5. Portland has participated in two preliminary steps in the grant process: a) a needs assessment and b) a regional strategy to address our terrorism readiness.
6. The City of Portland Office of Emergency Management will administer the Grant for the region.
7. There are no financial match requirements for this Grant.
NOW, THEREFORE, the Council directs:
a. The Mayor and Portland Office of Emergency Management are authorized to apply for the grant from The Office of Domestic Preparedness FY03 Urban Area Security Initiative.
Section 2. The Council declares that an emergency exists in that any delay in the application for this grant will result in losing the opportunity for funding these activities; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
