ORDINANCE NO. 178131
* Authorize an agreement with Police Activities League to provide payment for operational support to youth programs (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Portland Parks and Recreation provides recreational and enrichment programming through their own facilities and through other outside agencies.
2. Police Activities League (PAL) is an organization dedicated to helping inner city youth realize their full potential by providing opportunities for personal and academic success. Youth will be served by the program, which is designed to enhance their recreational, social, academic and life skills in order to counter the appeal of gang involvement.
3. The City’s General Fund, through Portland Parks and Recreation, will provide funding for this program through an appropriation in the amount of $56,455 in PP&R’s FY 2003-04 budget.
NOW,THEREFORE, the Council directs:
a. The Commissioner-in-Charge of Portland Parks and Recreation and the City Auditor are authorized to execute an agreement on behalf of the City of Portland substantially in the form of the Agreement attached to this Ordinance as “Exhibit A” with Police Activities League (PAL).
b. The Mayor and the Auditor are authorized to draw and deliver warrants pursuant to this contract when demand is presented and approved by the City Project Manager.
Section 2. The Council declares that an emergency exists in order to avoid further delay in the provision of these youth services; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
