SUBJECT: Proposal No. A-1-03 – City of Portland - Annexation
DESCRIPTION/PURPOSE:
The owners of a property at 6824 SE Clatsop Street are asking to annex to the City in order to connect to the City’s sewer system. The property is zoned residential and one single family home is located on it. This is the first annexation case to be processed under the new expedited review process. The expedited process does not require a hearing on uncontested requests for annexations. This case will appear on the Consent Calendar.
BACKGROUND:
The City has not been actively annexing additional land within our urban services boundary (USB) since the mid-1990s. Most all annexations are initiated by property owners that want access to City services. Some of these property owners have failing septic systems and need to connect to the sewer system. Others want to develop their properties at urban densities. There are few issues to discuss in these owner-initiated annexation request cases if the property is within Portland’s USB. Council adopted the expedited review process on September 17, 2003. The expedited process is intended to save processing time for staff and the property owners and meeting time for Council.
The property that is the subject of this request is within USB and contiguous to the City boundary. It is located in the Clackamas County “dip” which is located roughly between SE Clatsop Street and the Springwater Corridor, west of 82nd and east of 39th Avenue.
ISSUES:
The City of Portland is intended to be the eventual provider of urban services for all properties within our USB. The City of Portland Water Bureau prefers that this property should stay in the Clackamas River Water District until a larger section of land can be transferred to the City through agreement with the district.
POTENTIAL PROBLEMS:
Urban service providers, neighboring property owners, and neighborhood organizations have been notified of this annexation. No problems anticipated.
RECOMMENDATION:
Pass as submitted on Consent Calendar as an emergency ordinance.
