*Amend Contract with Shannon & Wilson, Inc. for completion of geotechnical engineering services for Fire Station 1. (Ordinance; Amend Contract No. 34429)

The City of Portland ordains:

Section 1.  The Council finds:

1.  The City entered into Contract No. 34429 in the amount of $50,000 on September 9, 2002 for Shannon & Wilson, Inc. to provide geotechnical engineering services under a flexible service contract.

2.  This Contract was a result of a competitive RFSS process to select consultants to assist in projects for City buildings. Nine consultants were chosen through this process.

3.  On July 15, 2002, Task Order No. 1 was entered into with Shannon & Wilson, Inc. in the amount of $2,700 to provide geotechnical engineering services for the structural upgrade of Fire Station 6. This task order was executed September 9, 2002, upon final approval of Contract No. 34429.

4.  On September 16, 2002, Task Order No. 2 was entered into with Shannon & Wilson, Inc. in the amount of $13,603 to provide geotechnical engineering services for a seismic hazards investigation for Fire Station 1.

5.  On September 18, 2002, Task Order No. 2 with Shannon & Wilson, Inc. was amended in the amount of $1,732 to provide additional geotechnical engineering services for Fire Station 1.

6.  On December 2, 2002, Task Order No. 3 was entered into with Shannon & Wilson, Inc. in the amount of $11,000 to provide geotechnical engineering services for an investigation and seismic hazards report for Fire Station 27.

7.  On October 1, 2003, Task Order No. 2 with Shannon & Wilson, Inc. was amended in the amount of $32,422 to provide additional geotechnical engineering services for Fire Station 1.

8.  On October 3, 2003, Contract No. 34429 was amended in the amount of $12,500 to allow for continuation of geotechnical engineering services for Fire Station 1.

9.  The Contract amount is $62,500. The expiration date is August 18, 2007.

10.  The Bureau of General Services recommends that the attached Amendment No. 2 (Attachment No. 1) in the amount of $7,469.97 be approved with Shannon & Wilson, Inc. to allow for completion of geotechnical engineering services for Fire Station 1 for a total contract amount of $69,969.97.

NOW, THEREFORE, the Council directs:

a.  The Mayor and Auditor are hereby authorized to amend Contract No. 34429 to increase the contract amount $7,469.97 for a total contract amount of $69,969.97 to allow for completion of geotechnical engineering services at Fire Station 1.

b.  The Mayor and Auditor are hereby authorized to draw and deliver checks chargeable to the fiscal year 2003-04 budget of Facilities Services when demand is presented and approved by the proper authorities.

Section 2.  The Council declares that an emergency exists because a delay in proceeding with this amendment could result in additional expense to the City; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
