ORDINANCE No. 178124
Accept an Intergovernmental Agreement with Metro to receive $56,000 to conduct outreach to food generating businesses. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The City of Portland has adopted aggressive recycling goals that rely on increasing recycling in the commercial sector.
2. Food waste and food-contaminated paper make up a significant portion, almost 30%, of the commercial waste stream that could be diverted to other uses.
3. Metro has targeted organic wastes as one for the primary materials for recovery if the region is to reach its waste reduction and recycling goals and has provided funds to assist local governments in recovering organics.
4. In Resolution 35729, passed on September 9, 1998, Council directed the Bureau of Environmental Services to draft an ordinance that will require certain commercial businesses to separate food waste for recycling.
5. The Office of Sustainable Development Solid Waste and Recycling section requested Metro Challenge Grant funds to support the diversion of food waste from the waste stream to donation and off-site composting as part of the City of Portland’s commercial food waste program. The proposed project will support the education and outreach component of the program to recruit larger food generating businesses and train them in separating food waste for collection and transport to donation centers or off-site composting.
6. Metro has committed $56,000 for this project. The City is not required to commit any additional funds not already in its budget for the commercial food waste project.
NOW, THEREFORE, the council directs:
a. The Director of the Office of Sustainable Development is authorized to execute an intergovernmental agreement for the purpose described in Section 1, in the amount of $56,000.
b. The FY 2003-2004 Budget is hereby amended as follows:
