ORDINANCE NO. 178120

* Authorize grant application for outreach plan and communications campaign for landscapers to participate in the Landscape EcoBiz Program. Grant application is to the Pesticide Environmental Stewardship Program administered by the national Foundation for IPM Education in the amount of $40,000.00. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds that:

1.  Water quality and physical habitat are primary watershed and river health functions for the Portland Region.

2.  Engaging the public as stewards for the environment is key to ensuring a sustainable Portland. The business community is interested in protecting and preserving Portland’s environment.

3.  The Bureau of Environmental Services participates in a regional partnership that works voluntarily with businesses to improve practices, save money and protect the environment. This regional consortium known as the Pollution Prevention Outreach Team has developed a sectoral project focused on landscapers.

4.  The Eco-Biz Landscapers Project is ready for distribution to landscapers. An outreach plan and communications campaign needs to be developed and implemented. Receipt of these grant funds will allow this to occur.

5.  No match funds are required by this funder.

NOW THEREFORE, The Council directs:

a.  The Mayor is hereby authorized to request on behalf of the City of Portland to submit a grant application for outreach plan and communications campaign for landscapers to participate in the Eco-Biz Program. Grant application is to the Pesticide Environmental Stewardship Program administered by the national Foundation for IPM Education in the amount of $40,000.00. (Ordinance)

Section 2. The Council declares that an emergency exists because to delay applying for these funds would deprive citizens of the benefits these grant funds will provide; therefore this ordinance shall be in full force and effect from and after its passage by the Council.
