ORDINANCE NO. 178110

 

*Authorize agreement with Raphael House of Portland for use of U.S. Department of Justice, Office of Justice Programs, Community Prosecution and Project Safe Neighborhoods grant funds to address the problem of firearms in domestic violence incidents. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Office of Justice Programs has awarded the City of Portland Police Bureau a grant for $249,992 under Community Prosecution and Project Safe Neighborhoods program. The grant was accepted by the City Council on 9/3/03 by Ordinance 177853.

     

2.  The purpose of the grant program is to address the problem of firearms in domestic violence incidents. With a previous grant, the Portland Police Bureau developed a problem solving strategy utilizing Domestic Violence Intervention Teams, to provide follow-up to domestic violence incidents. This grant will build on that Domestic Violence Unit model and its experience in working with community-based victim advocates to focus more on cases in which firearms are identified as a danger.

 

3.  $79,500 of the Office of Justice Program grant funds will be provided to Raphael House of Portland to fund a victim advocate position that will partner with Portland Police Officers and perform as a member of the Domestic Violence Intervention Team.

 

4. The agreement is effective when signed by all parties and shall expire unless otherwise terminated or extended on September 30, 2005.

 

NOW, therefore, the Council directs:

 

a.  The Mayor is authorized to sign an agreement for services between the City of Portland and the Raphael House of Portland.

 

Section 2. The Council declares that an emergency exists in that any delay in this ordinance would cause delay in continuing this important program; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
