ORDINANCE No. 177661

* Amend agreement with GRI Geotechnical & Environmental Consultants for additional environmental site evaluation services (Ordinance; amend Contract No. 34454)

The City of Portland ordains:        

Section 1.  The Council finds:

1.  On August 14, 2002, the City Council passed Ordinance No. 176800 authorizing 20 contracts with professional, technical and expert service firms for engineering services in support of the Portland Office of Transportation (PDOT).

2.  The City entered into Agreement No. 34454 with GRI Geotechnical & Environmental Consultants (GRI) on September 19, 2002, for environmental site evaluation services. The contract is for an amount not to exceed $100,000 for a 3-year period ending June 30, 2005.

3.  PDOT has issued one contract work order to GRI for $75,000 for a Level II site assessment for the Columbia-Killingsworth East Connector Project.

4.  PDOT requires additional work for the Level II site assessment for the Columbia-Killingsworth project and recommends increasing the contract to an amount not to exceed $150,000.

5.  All other terms and conditions remain the same.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Utilities and the Auditor are authorized to execute an amendment to Agreement No. 34454 with GRI Geotechnical & Environmental Consultants, substantially in accordance with the Amendment attached as Exhibit A to the original of this Ordinance, and by reference made a part hereof.

Section 2. The Council declares an emergency exists because a delay in processing this amendment may delay construction of the NE Columbia-Killingsworth East Connector Project, which would result in additional expense to the City; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
