ORDINANCE No. 177573
* Amend agreement with Group AGB, LLC for project management services in connection with the HOPE VI Redevelopment of Columbia Villa (Ordinance; amend Contract No. 34409)
The City of Portland ordains:
Section 1. The Council finds:
1. The Housing Authority of Portland (HAP) is redeveloping Columbia Villa, replacing its private looped street system with a pedestrian-friendly, mixed income, mixed use neighborhood with the use of a HOPE VI grant from HUD.
2. In 2002, HAP contracted with the Portland Office of Transportation to perform preliminary engineering and subdivision related activities necessary to redevelop the public street system within Columbia Villa.
3. The City of Portland (City) selected Group AGB, LLC through a competitive RFP process to provide project management services related to development assistance, design engineering and construction of the public transportation and utility systems for the HOPE VI Project.
4. City work on the HOPE VI Redevelopment of Columbia Villa is continuing and it is necessary to extend the contract with Group AGB, LLC for project management services related to the current subdivision proposal.
5. This contract amendment would extend the existing contract from June 30, 2003 to October 31, 2003, and increase the compensation by $8,553.
6. The contractor is certified as a Disadvantaged Business Enterprise (DBE) as well as a Minority Business Enterprise (MBE), certification no. 2808.
7. The Mayor should be authorized to execute the contract amendment with Group AGB, LLC, for project management services in connection with the Hope VI redevelopment of Columbia Villa.
NOW, THEREFORE, the Council directs:
a. The Mayor and the Auditor are hereby authorized to enter into a contract amendment, similar in form to the amendment attached to the original of this Ordinance, and by this reference made a part hereof.
Section 2. The Council declares that an emergency exists because a delay in the execution of the contract might result in delays to development and construction of the HOPE VI Redevelopment of Columbia Villa; therefore, this Ordinance shall be in full force and effect after its passage by the Council.
