This firm rated the far higher than the two competing firms, as specified in the rating criteria in the request for proposal. DEA also rated ahead of the two competing firms for its diversity in employment practices, when rated independently by the City of Portland’s Bureau of Purchases. The contract manager has conducted an exhaustive informal solicitation of service providers, seeking contractors with expertise in ecosystem economics, specifically skilled in developing models to quantify and value the ecological and economic benefits of these goods and services. It is critical that the contractor demonstrates expertise and experience in this developing field to assure that accurate and reliable estimations of ecosystems valuation are used by the city of Portland in affirming the multiple values of capitol projects and watershed restoration projects. David Evans and Associates has demonstrated unique expertise and experience in producing these necessary products and services.

Briefly describe contract services:
The contractor will develop and test an ecosystem economic analysis model and present the results to the City's environmental managers and policy makers. The model and resulting analysis will estimate the direct and ancillary benefits and impacts of restoring ecosystem services. This analysis will account for the direction and magnitude of change expected from specific project alternatives and cumulative effects of multiple projects. The analysis will be linked to multiple city models, currently in use, that project the need to manage specific problem sources and estimate the magnitude of change necessary to impede and reverse environmental degradation.
