ORDINANCE NO. 177565

* Amend the water rates for Sections 1(D) and 2(B)(2) effective July 1, 2003 (Ordinance; amend Ordinance No. 177502)

The City of Portland ordains:

Section 1. The Council finds:

1.  Ordinance No. 177502 authorized rates and charges for water and water-related services by the City of Portland beginning July 1, 2003.

2.  The water volume rate included for customers formerly served by the Sylvan Water District 2(B)(2) was included in error at $1.657. The correct rate is $1.573. This rate meets the terms of the Sylvan Water District dissolution agreement that the rate increase be the “same dollar amount of increase to City water users.”

3.  Due to the proper allocation of costs per bill for the new billing system, a typical (5 ccf usage) single-family residential low-income customer’s monthly bill is expected to increase about 12 percent.

4.  The City desires to maintain affordable water service for all of its customers, especially those customers eligible for the single-family residential low-income monthly discount.

5.  Increasing the typical single-family low-income monthly discount from 30 percent to 35 percent lowers the bill increase to about 5 percent for this customer group.

NOW, THEREFORE, The Council directs:

a.  That the Commissioner of Public Affairs and Auditor are authorized to execute on behalf of the City the following water rates and charges for Section 1(D) (Monthly Low Income Discount), and Section 2(B)(2) (Formerly served by the Sylvan Water District), as set forth in Exhibit A, shall take effect on July 1, 2003.

b.  This ordinance supercedes and replaces Ordinance No. 177502 for the applicable Sections 1(D), and 2(B)(2).

Section 2. The Council declares that an emergency exists because these amended rates need to be in effect as of July 1, 2003. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
