ORDINANCE No. 177546

* Authorize a contract and provide for payment for the Road Rehabilitation 2003 Improvement Project. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Road Rehabilitation 2003 project consists of two major streets: SE Woodstock Boulevard (Woodstock) between SE 39^th Avenue and SE 52^nd Avenue, and SW Palatine Hill Road (Palatine Hill Rd) between SW Palater Road and SW Military Road.

2.  Both Woodstock and Palatine Hill Road are classified in the Portland Transportation System Plan as traffic access routes carrying from 6,000 – 18,000 vehicles per day each.

3.  Both Woodstock and Palatine Hill Road have experienced significant and detrimental pavement rutting and cracking and require immediate repair and improvement.

4.  The Portland Office of Transportation has developed plans and specifications for the repair and improvement of Woodstock and Palatine Hill Road during the 2003 construction season,

5.  The Bureau of Maintenance has funds in their FY 02-03 Approved Budget to construct and administer these proposed improvements.

NOW, THEREFORE, the Council directs:

a.  The Purchasing Agent to execute a contract with the lowest responsible and responsive bidder for the project described in Section 1 hereof, in accordance with the plans and specifications already filed with the Purchasing Agent.

b.  The Auditor to draw and deliver warrants chargeable to Center Code 15930591, Account Code 563000, when demand is presented and approved by the proper authority.

Section 2. The Council declares that an emergency exists because a delay in executing a contract and proceeding with this project will result in the loss of funds and delay completion of the project within the up-coming construction season; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
