ORDINANCE No. 177543
*Issue a Revocable Permit to Oregon Health Sciences to construct a sewer line within a portion of Terwilliger Parkway (Ordinance).
The City of Portland ordains:
Section 1. The Council finds:
1. Oregon Health Sciences University (OHSU) wishes to construct a combined sewer line within a certain portion of the Terwilliger Parkway. The proposed sewer line would be constructed down the hillside above the Parkway from SW Sam Jackson Drive towards and through the lawn in front of the Casey Eye Institute.
2. OHSU needs to construct the new combined sewer line on Park property to serve the new Patient Care Facility it plans to build.
3. It is expected that OHSU will turn the long-term operation and maintenance of the sewer to the Bureau of Environmental Services after construction.
4. Portland Parks and Recreation has reviewed the plans and specifications provided by OHSU and has negotiated the terms and conditions of a permit with OHSU which requires that great care be taken to minimize the impact to the site. OHSU has agreed to restore the impacted area to the satisfaction of Portland Parks and Recreation. Restoration will be done in accordance with provisions of the Terwilliger Parkway Corridor Plan.
5. The Director of Portland Parks & Recreation recommends that the permit, with conditions, be issued.
Now therefore, the Council directs:
a) The Commissioner of Public Utilities is authorized to execute a Revocable Permit with OHSU, and any related documents, for construction of a combined sewer line in a certain portion of the Terwilliger Parkway.
Section 2: The Council declares that an emergency exists because of the need to begin construction of the sewer line to allow installation of related facilities; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
