ORDINANCE NO. 177539

*Accept a $24,000 grant from the Oregon Department of Justice, Criminal Justice Division for the 2003 Marijuana Eradication Project. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Oregon Department of Justice Criminal Justice Division has made funds available each year to locate and eradicate illicit cannabis fields, investigate and prosecute cases.  

2.  The Criminal Justice Division had given the Portland Police Bureau Marijuana Task Force $24,000 for the 2003 Marijuana Eradication Project.

3.  The funds provided to the Police Bureau will be used to pay overtime for officers engaged in the eradication process, equipment and training to support those efforts.

4.  The grant period is January 1, 2003 to December 31, 2003. The grant award came as a Letter of Understanding dated May 28, 2003.

5.   No match is required for this grant.

NOW, therefore, the Council directs:

a.  The Mayor to accept the $24,000 grant from the Department of Justice, Criminal Justice Division for the Portland Police Bureau.

b.  An increase in appropriation for FY 02-03 and transfer of funds for the grant award is authorized as follows:

Section 2. The Council declares that an emergency exists in that any delay in acceptance will deny the Police Bureau the funds needed to execute the eradication process; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
