Subject: 9/21 PCEF Committee meeting

Hi PCEF Committee,

We had a smooth presentation, discussion, and public testimony at City Council this afternoon. It’s a testament to all the work that went into the plan and with Council offices leading up to today – thank you all! They are now scheduled for a 2nd reading where they will vote on the CIP next Wednesday, September 27 in City Council’s morning session. We’re not there yet, but today’s smooth session is a good sign that we’re on path to take a vote on the CIP as-is. Kudos to Ranfis and Robin who did a great job with their testimony.

Now for tomorrow’s Committee meeting. The main purpose of the meeting is to begin practicing sharing updates with you all on our implementation progress, on the fast-tracked strategic programs, but also how we’re approaching one of our strategic programs that will be next out the gate. So there’s no homework, just come prepared to ask questions.

Subject: PCEF CIP at Council today at 3pm

Hi PCEF Committee,

We have our first reading of the Climate Investment Plan at City Council later today (9/20) at 3pm. Currently, there are no amendments filed, so we’re hoping for a smooth session at Council. If all goes well, we will move to a 2nd reading and a vote next Wednesday, 9/27, though today is when they will hear the presentation and public testimony.

You can watch the session through City Council’s youtube stream which can also be accessed from the Council agenda page. Note that we are agenda item 798. For context, below is the run of show for the presentation.

  1. Mayor introduces item and turns over to Comm. Rubio
  2. Comm. Rubio opening remarks and turns it over to Donnie
  3. Donnie gives introduction, speaks to slides 1 – 8 (8 minutes), turns over to Sam
  4. Sam presents slides 9 – 21 (22 minutes), introduces invited testimony
  5. Invited speakers (13 min)
    1. Ranfis Villatoro, PCEF Committee Co-Chair
      1. Speaks to overall process and range of input
    2. Nik Blosser, PGE
      1. Speaks to collaboration, grid benefits of EE investments
    3. Robin Wang, PCEF Committee Member
      1. Speaks to PCEF investments broadly framing the opportunity for substantial leverage
    4. Yashar Vasef, Friends of Trees
      1. Speaks to tree canopy investments
    5. Indi Namkoong, Verde
      1. Speaks to transportation decarbonization investments
  6. Sam thanks speakers, asks for questions, discusses next steps, ends presentation (2 minutes)
  7. Council hears public testimony
  8. Council discussion (30 min)

Let me know if you have any questions. You can see who is signed up to provide public testimony here and you can find written testimony submissions here (item #798). You can sign up to provide additional public testimony as well here, though do reach out and let me know if you plan to do that. Linked here are Committee talking points on the CIP that we recently updated.

Separately, we have a Committee meeting tomorrow evening. I will send a separate email about that later this am. Apologies in advance for the late agenda.
