Apologies, we’ll be navigating this together for a minute as Rachel is out on maternity leave, but I’m hoping the bit below might work for you as it’s what Rachel used with others. Let me know if it doesn’t work and I can work with IT Monday to square it away.
Try to log in at office365.portlandoregon.gov with the credentials below. I believe it will then ask you to set up two-factor authentication. Then you can also change your password.

Additional context from Rachel:
You won’t usually need the username (just email address), but sometimes the password will expire and unfortunately you have to contact Tech Services at 503-823-5199 to reset it and they might ask for the username. Historically, password reset has been required every 90 days but they may be changing it.
Some Committee members set up forwarding from their City emails to their work or personal email accounts, so that’s an option if desired. There will be an option to “keep copy of forwarded messages” when setting up forwarding, which we ask you to select so that the City account retains everything, as it’s public record. We also ask that you use the City address for all City-related messaging.
Many Committee members appreciate that we copy their personal or work emails on correspondence so that it comes to their attention, so we generally do this. But, some Committee members prefer that we don’t, so just let us know if that’s your preference.

I think Rachel communicated this before she went out on maternity leave, but unfortunately your username for your PCEF account will be blumley_z, and the e-mail address for this account is going to have to be Paul.Lumley2@portlandoregon.gov. The account admins decided that we needed to keep the two mailboxes separate.
Let me know if you need anything to access your accounts and I’ll chase it down for you.
