ORDINANCE NO. 177314

* Amend the 2002-2003 contract with the Portland Development Commission by $2,084,485 in Community Development Block Grant funds and $6,999,454 in HOME funds and provide for payment (Ordinance; amend Contract No. 34405)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  An ordinance authorizing Agreement No. 34405 with the Portland Development Commission was passed by City Council on August 14, 2002 to administer housing and economic development programs that primarily benefit low- and moderate-income residents. The total contract was for $9,348,505 of which $6,021,759 was from the Community Development Block Grant (CDBG) budget and $3,326,746 was from the HOME Program budget. The City now desires to modify that agreement.

2.  The City intends to allocate, via the Supplemental Budget, $2,084,485 of CDBG funds for a variety of housing, economic development, and nonprofit development projects.

3.  The City intends to allocate, via the Supplemental Budget, $6,999,454 in HOME funds for affordable rental housing.

4.  The Council now desires to amend Agreement No. 34405 with the Portland Development Commission so that it can carry forth these activities. The contract budget will be increased by $2,084,485 in CDBG funds and $6,999,454 in HOME funds.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to amend the Agreement No. 34405 with PDC for the PDC 02-03 supplemental agreement in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract amendment from the Community Development Block Grant and HOME Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt PDC's ability to provide needed housing and economic development services; therefore, this ordinance shall be in force and effect from and after its passage by Council.
