ORDINANCE NO. 177273

* Authorize agreement with Portland Impact for $86,900 for the Transitions to Housing Pilot Project program and provide for payment (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The City’s Bureau of Housing and Community Development is primarily responsible for the planning and administration of housing and community development funds and related program development.

2.  The Bureau recently completed a community planning process that resulted in a set of recommendations for allocating Housing Investment Funds targeted to serve households with incomes at or below 20% of the Area Median Income.

3.  One component of the recommendations was the establishment of the Transitions to Housing Pilot Project, which will provide limited financial assistance to very low-income households transitioning to stable housing.

4.  Portland Impact participated in the Transitions to Housing Pilot Project, in collaboration with other community-based social service agencies, to provide the Housing First Project, which targets homeless and at-risk families and seniors. Portland Impact was asked to participated in the next phase of the Transitions to Housing Program.

5.  Funding for the Transitions to Housing Pilot Project has been approved by City Council in the 2002-2003 fiscal year General Fund allocation through the Housing Investment Fund.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Portland Impact for the Portland Impact - Transitions to Housing in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing Investment Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Portland Impact's ability to provide the Portland Impact - Transitions to Housing; therefore, this ordinance shall be in force and effect from and after its passage by Council.
