ORDINANCE No. 177065

* Amend contract with EDAW, Inc. by $ 7,500 to provide planning services for the preparation of

a master plan for Waterfront Park (Ordinance; amend Contract No. 33806)

The City of Portland ordains:

Section 1. The Council finds:

1.  Portland Parks and Recreation is now preparing an updated master plan, with the help of EDAW, Inc., an international planning and design firm, to establish a new vision for the park.

2.  The original contract with EDAW, Inc. was for $185,000 authorized by Ordinance # 175805 on August 1, 2001. On May 28, 2002, it was amended by Ordinance # 176526, adding $45,000.

3.  Additional time and meetings will be needed to review and revise the master plan's recommendations and drawings, and to provide more information on costs for implementation.

 5. Funds for this agreement will be drawn from General Fund account 13016060.

NOW, THEREFORE, the Council directs:

a.  The Commissioner in charge of Parks and Recreation and the Auditor are hereby authorized to execute the attached contract amendment with EDAW, Inc.

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants payable to EDAW, Inc. chargeable to the applicable budgets when demand is presented and approved by the appropriate authority.

Section 2.  The Council declares an emergency exists because the project’s schedule requires that work continue on the project to ensure that it can be completed by March, 2003; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
