ORDINANCE NO. 177251

 

* Authorize agreement with Cascade AIDS Project for $48,000 for the Transitions to Housing Program and provide for payment (Ordinance)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The City’s Bureau of Housing and Community Development is primarily responsible for the planning and administration of housing and community development funds and related program development.

 

2.  The Bureau recently completed a community planning process that resulted in a set of recommendations for allocating Housing Investment Funds targeted to serve households with incomes at or below 20% of the Area Median Income.

 

3.  One component of the recommendations was the establishment of the Transitions to Housing Program, which will provide limited financial assistance to very low-income households transitioning to stable housing.

 

4.  The City conducted a request for proposals and selection process to implement the Transitions to Housing Allocation. Cascade AIDS Project submitted a proposal, in collaboration with other community-based social service agencies, to provide the Housing First Project which targets homeless and at-risk households living with HIV/AIDS. Cascade AIDS Project was selected to receive an allocation of $48,000 under the Transitions to Housing Program.

 

5.  Funding for the Transitions to Housing Pilot Project has been approved by City Council in the 2003-2004 fiscal year General Fund allocation through the Housing Investment Fund.

 

NOW, THEREFORE, the Council directs:

 

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Cascade AIDS Project for the Cascade AIDS Project - Transitions to Housing 02 in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development Housing Investment Fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Cascade AIDS Project's ability to provide the Cascade AIDS Project - Transitions to Housing Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
