ORDINANCE NO. 177248
* Amend Contract with Emmons Architects, Inc. to provide architectural and engineering services for remodel of Fire Station 9 (Ordinance; Amend Contract No. 33401)
The City of Portland ordains:
Section 1. The Council finds:
1. In November, 1998 the citizens of Portland authorized the sale of general obligation bonds for a $61.1 million program to improve city emergency services. Included in the bond was the development of new fire stations.
2. Through an open and competitive selection process Emmons Architects, Inc. was selected to provide architectural and engineering services for the remodel of Fire Station 9. Agreement No. 33401 was issued on March 13, 2001 in the amount of $160,876.
3. Modifying Agreement No. 1 dated December 14, 2001 increased the contract amount $48,225 to provide additional services as part of the development of Fire Station 9 as follows:
a. The fire station design incorporated a single company station, however, after reviewing growth for the area it was determined that a double company station should be built at this location.
b. Soil infiltration testing to determine best process to mitigate ground water and runoff.
c. Assist Kinship House in removal of existing house from new Fire Station 9 site.
4. Additional services have been required to provide full architectural, mechanical, and electrical drawings as part of the remodel of Fire Station 9 as follows, and as shown in Amendment No. 2, attached as Attachment No. 1:
a. Revised toileting layout.
b. Add (1) each of the following: red phone, telephone, and paging microphone receptacle in revised toilet room area. Add shelf at this location.
c. Add paging microphone receptacle at desk in rooms 113 and 115.
d. Relocate telephone receptacle on the west wall of exercise room to the east wall and change to red phone.
e. Add base cabinets with 6” high drawers at workbench counter in shop room 106.
f. Add cabinet doors for north shelving and high upper cabinets on west wall above washer/dryer in laundry room 224.
5. The fee for the additional services listed in paragraph 4 above is $2,313.
6. Contract Amendment No. 2 is attached, signed by the architect and approved as to form by the City Attorney (Attachment No. 1).
7. The Bureau of General Services recommends that Agreement No. 33401 with Emmons Architect, Inc. be amended by $2,313 to provide additional architectural and engineering services for the remodel of Fire Stations 9 for a total contract amount of $211,414, and extend the contract termination date to December 31, 2004.
NOW, THEREFORE, the Council directs:
a. The Mayor and Auditor are authorized to execute Amendment No. 2 attached hereto as Attachment No. 1, with Emmons Architects, Inc. in the amount of $2,313 for a total contract amount of $211,414.
b. The Mayor and Auditor are authorized to amend Contract No. 33401 with Emmons Architects, Inc. to extend the expiration date to December 31, 2004.
c. The Mayor and the Auditor are authorized to draw and deliver checks chargeable to the fiscal year 2002-03 Fire and Rescue Facilities GO Bond Construction Fund budget when demand is presented and approved by the proper authorities.
Section 2. The Council declares that an emergency exists because a delay will unnecessarily deprive the City of benefits of completion of the work at an early date; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
