ORDINANCE NO. 177223

 

* Approve an Intergovernmental Agreement with the United States Department of Justice, Drug Administration for Police Bureau participation in a Drug Enforcement Administration Portland Joint Task Force to address trafficking in narcotics and dangerous drugs (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

 1.  There is evidence that trafficking in narcotics and dangerous drugs exists in the area of responsibility of the Portland District Office of the United States Department of Justice, Drug Enforcement Administration (DEA) and the City of Portland.

 

2.  Such illegal activity has a substantial and detrimental effect on the health and general welfare of the people of the Portland area.

 

3.  The task force will address this by immobilizing targeted violators and trafficking organizations, gather and report intelligence data and conduct undercover operations where appropriate.

 

4.  The Police agree to assign two (2) experienced officers to the task force for a period of not less than two (2) years. The City remains responsible for the salary and benefits of both officers.

 

5.  The DEA Agrees to assign three (3) special agents to the task force and to pay overtime costs for the Portland officers assigned up to a maximum of $9,801.00 per officer.

 

6.  The term of this ageement shall be from the date of signature by both parties until September 30, 2003.

 

NOW, therefore, the Council directs:

 

a.  The Mayor and City Auditor are hereby authorized to enter into an agreement between the United States Department of Justice, Drug Enforcement Agency and the City of Portland as detailed in the attached Exhibit A.

 

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the City of Portland and the United States Department of Justice, Drug Enforcement Agency of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
