* Amend agreement with Carleton Hart Architecture to provide architectural and engineering services for remodel of Fire Stations 8, 19, and 20 (Ordinance; amend Contract No. 34305)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  On November 7, 1998 the citizens of Portland authorized the sale of general obligation bonds for a $61.1 million program to improve city emergency services. Included in the bond was the construction of new fire stations.

 

2.  Through an open and competitive selection process Carleton Hart Architecture was selected to provide architectural and engineering services for the remodel of Fire Stations 8, 19, and 20. Agreement No. 34305 was issued on July 16, 2002 in the amount of $257,614.35.

 

3.  Additional services have been required as part of the remodel of Fire Stations 8, 19, and 20 as follows, and as shown in Amendment No. 1, attached as Attachment No. 1:

 

a.  Additional structural design services for Fire Station 20 due to poorer grade of soils at the station than was initially assumed. The seismic design of the station is more involved than originally planned.

 

b.  Additional landscape design services for Fire Station 20 as part of the environmental restoration along the banks of Johnson Creek.

 

c.  Additional meetings for the environmental review of Fire Station 20.

 

4.  The fee for the additional services listed in paragraph 3 above is $10,995.00.

 

5.  Amendment No. 1 is attached, signed by the architect and approved as to form by the City Attorney (Attachment No. 1).

 

6.  The Bureau of General Services recommends that Agreement No. 34305 with Carleton Hart Architecture be amended by $10,995.00 to provide additional architectural and engineering services for the remodel of Fire Stations 8, 19, and 20 for a total contract amount of $268,609.35.

 

NOW, THEREFORE, the Council directs:

 

 a.  The Mayor and Auditor are authorized to execute Amendment No. 1 attached hereto as Attachment No. 1, with Carleton Hart Architecture in the amount of $10,995.00 for a total contract amount of $268,609.35.

 

 b.  The Mayor and the Auditor are authorized to draw and deliver checks chargeable to the fiscal year 2002-03 Fire and Rescue Facilities GO Bond Construction Fund budget when demand is presented and approved by the proper authorities.

 

Section 2.  The Council declares that an emergency exists because a delay will unnecessarily deprive the City of benefits of completion of the work at an early date; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
