ORDINANCE No. 177207
* Authorize an Intergovernmental Agreement with the State of Oregon to accept a $200,000 grant for construction of the Tacoma Main Street Plan provided by the Oregon Department of Transportation Bicycle and Pedestrian Program. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. In June of 2000, the Portland Office of Transportation (PDOT) received a grant from the State of Oregon’s Transportation Growth Management Program to develop a transportation improvement plan for SE Tacoma St that supports its main street designation in the Regional Growth Management Functional Plan and enhances neighborhood livability consistent with the Sellwood-Moreland Neighborhood Plan.
2. On January 23, 2002, Council adopted the recommendations of the Tacoma Main Street Plan (Resolution No. 36052), which includes a reallocation of right-of-way space to provide for more permanent on-street parking and pedestrian improvements to support commercial and residential development and improve neighborhood livability.
3. During the summer of 2002, PDOT successfully implemented Phase I of the Tacoma Main Street Plan, which set the stage for pedestrian crossing improvements recommended for Phase II.
4. In the August of 2002, the PDOT received Council approval (Resolution 176849) to apply for a Bicycle and Pedestrian Program grant from the Oregon Department of Transportation.
5. PDOT has the resources in its existing budget to provide for the local match requirements for this grant.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Utilities and the Auditor are authorized to enter into an Intergovernmental Agreement between the Oregon Department of Transportation and the Portland Office of Transportation, similar in form to the agreement attached to the original of this Ordinance, and by this reference made a part hereof.
Section 2. The Council declares that an emergency exists because it is necessary that the intergovernmental agreement herein authorized may be entered into and construction of the Tacoma Main Street Plan may commence without delay; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
