SUBJECT:  Establish a New Nonrepresented Classification - Portland Harbor Superfund Administrator

 

The attached Ordinance creates a new classification of Portland Harbor Superfund Administrator in order to reclassify authorized positions in the Bureau of Environmental Services. This classification is necessary in order for BES to appropriately recruit and pay a position to serve as the administrator of the Portland Harbor Superfund Management Unit.

 

Background

This classification is being established to appropriately reclassify a position in the Portland Harbor Superfund Administrative Unit in BES. The position is responsible for directing a group of professional employees engaged in developing and implementing overall policy and direction for the City’s response to the Portland Harbor as a Superfund site. The position is responsible for assuring that the City plays an active and constructive role in the clean-up and natural resource restoration efforts, which will be a central part of the Superfund efforts of the EPA and the Oregon Department of Environmental Quality (DEQ.) The work involves coordination with other City bureaus as well as local and regional governments, state and federal agencies and tribal governments. The position will serve as the City’s representative in local, regional and federal forums on the Portland Harbor Superfund site.

 

The FY 2002-03 Adopted Budget for BES contains funding for this position and this classification action.

 

Recommendation

 

I recommend that the Mayor and City Council approve the creation of this new classification.
