ORDINANCE No. 177192
* Authorize contract and provide for payment for construction of the Alberta West Streetscape Project on NE Alberta Street from NE Grand Avenue through NE 15th Avenue. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Staff from the Portland Office of Transportation (PDOT) worked closely with a citizen-based Project Advisory Committee, neighborhood organizations, interested citizens and public sector representatives to prepare the Alberta Streetscape Plan, which outlines transportation and streetscape improvements from NE Martin Luther King, Jr. Boulevard to NE 33rd Avenue.
2. The City Council adopted the Alberta Streetscape Plan on February 9, 2000, Resolution No. 35862.
3. PDOT entered into an agreement with the Portland Development Commission to carry out the planning, design and construction of improvements identified in the Alberta Streetscape Plan from NE Martin Luther King, Jr. Boulevard to NE 16th Avenue for a sum not to exceed $1,095,749, Ordinance Nos. 174294 and 175762.
4. PDOT entered into an agreement with the Oregon Department of Transportation to carry out the design and construction of improvements identified in the Alberta Streetscape Plan through a Local Streets Network Program grant for a sum not to exceed $1,100,000, Ordinance No. 175908.
5. This contract is for the Alberta West Streetscape Project on NE Alberta Street from NE Grand Avenue through NE 15th Avenue. Construction is planned in several phases and is expected to be complete by June 30, 2003.
6. The estimated contract cost is $660,000.00. The project is included in the proposed PDOT budget for construction in FY 02/03.
7. The Bureau of Purchases will advertise for bids and is prepared to execute a contract with the lowest responsible bidder.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Utilities and the Auditor are authorized to execute a contract with the lowest responsible bidder for the project described in Section 1 hereof, in accordance with the plans and specifications to be filed with the Purchasing Agent.
b. The Mayor and the Auditor are hereby authorized to draw and deliver warrants chargeable to the Bureau of Transportation Engineering and Development FY 02/03 budget when demand is presented and approved by proper authorities.
Section 2. The Council declares that an emergency exists because delay in executing this agreement will delay completion of the project on schedule; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
