ORDINANCE NO. 177190

 

* Contract with Norris, Beggs and Simpson for building management services for the 1900 Building Condo (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Bureau of General Services requires building management services for common elements of the 1900 Building located at 1900 S.W. Fourth Avenue, Portland, Oregon.

 

2.  Portland State University (PSU) issued a public Request for Proposals for Property Management Services on April 13, 2000. Norris, Beggs and Simpson was selected as the most qualified Contractor to perform these services and was awarded a Contract with PSU. The Contract allows the City of Portland to contract directly with Norris, Beggs and Simpson for building management services for the 1900 Building.

 

3.  The 1900 Building consists of two buildings, one 204,600 sf three-story office building owned by PSU and a seven-story office tower owned by the City of Portland. PSU will continue to contract directly with Norris, Beggs and Simpson for building services for the three-story office building. The attached contract (Attachment No. 1) in the amount of $103,650 authorizes the City of Portland to contract with Norris, Beggs and Simpson to provide building management services to common elements of the seven-story office tower owned by the City of Portland.

 

NOW THEREFORE, the Council directs:

 

a.  The Mayor and the Auditor are hereby authorized to execute the contract, attached hereto as Attachment No. 1, with Norris, Beggs and Simpson to provide building management services for the 1900 Building for the amount of $103,650.

 

b.  The Mayor and the Auditor are hereby authorized to draw and deliver check(s) chargeable to the 2002-2003 budget of Facilities Services when demand is presented and approved by the proper authorities.

 

Section 2.  

The Council declares that an emergency exists because a delay may result in additional expense, and will unnecessarily deprive the City of the benefits of completion of the contract at an early date; therefore this ordinance shall be in force and effect from and after its passage by the Council.
