Amendment No. 2

 

Agreement for Professional, Technical, or Expert Services

Contract No. 33493

 

The above referenced Agreement between the City of Portland acting by and through its Bureau of Environmental Services (City) and Roy Sampsel (Contractor) is hereby amended as follows:

 

Time of Performance

 

The term of this agreement is extended to June 30, 2003.

 

I.  Name Change

 

Effective immediately Contractor’s name is changed to Global Resources Management, Inc.

 

II.  Scope of Work

 

Contractor shall work with City Staff to perform the following services associated with the Portland Harbor Superfund listing:

 

1.  Continue to provide advice and guidance on a tribal communication and coordination strategy addressing the following issues:

 

•  Natural resource damage and restoration issues in the Lower Willamette

•  Tribal participation in the Superfund site and related issues, and funding of that participation

•  Establishing an ongoing government-to government relationship with Tribal governments interested in Portland Harbor and the Lower Willamette

•  Identify key contacts for each Tribe at technical, policy, legal and political levels

•  Work with the City on developing key messages for key contacts and assisting in the development and implementation of government-to-government discussions with the Tribes

 

2.  Under the direction of Staff, interact with the Tribal governments interested in Portland Harbor.

 

3.  Assist City staffs with identifying appropriate contacts at each Tribe, including making introductions, arranging meetings, etc. Attend meetings between City staff and tribal representatives at City request.

 

4.  Advice City of potential conflicts or issues within each Tribe that would affect the City’s relationship or ability to communicate with the Tribe.

 

5.  Prepare written monthly status reports that include:

 

•  Summary of any meetings or conversations with others about the Superfund site

•  Recommendations, based on updated information, for implementing the City’s Tribal coordination strategy

•  Any other information pertinent to the City’s government-to-government relationship with the interested Tribal governments.

 

The monthly reports shall be submitted with monthly invoices.

 

 

 

 Compensation

 

Compensation for services provided under this amendment shall not exceed $30,000. Total revised contract shall not exceed $50,000.

 

All other terms and conditions remain the same.
