ORDINANCE No. 177179

 

*Amend contract with Roy Sampsel to assist the City with a Tribal Coordination and Communication Strategy for Portland Harbor and Lower Willamette River natural resource issues (Ordinance; amend Contract No. 33493)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  On April 4, 2001, the City of Portland Bureau of Environmental Services authorized an informal professional, technical or expert services Contract No. 33493 with Roy Samspel to assist the City in developing and implementing a Tribal Coordination and Communication Strategy for the Portland Harbor Superfund site.

 

2.  On December 26, 2001 Amendment No. 1 was executed for a time extension through December 31, 2002.

 

3.  The next six months will be critical in further developing relationships with the six Tribal governments interested in Portland Harbor, as the City begins exploring the potential to implement early natural resource restoration opportunities in the Lower Willamette.

 

4.  The Bureau of Environmental Services recommends extending the terms of the agreement with Roy Sampsel from December 31, 2002 to June 30, 2003 for continued support in a Portland Harbor Tribal Communication and Coordination Strategy.

 

5.  The cost to extend this contract through June 30, 2003 shall not to exceed the amount of $30,000. Funds are available in the Sewer System Operating Fund, Bureau of Environmental Services, Center Code 14504001, Account No. 529000 and is available in the FY 2002-03 Adopted Budget.

 

 

 

 

 

 

 

 

 

 

 

 

 

NOW, THEREFORE, the council directs:

 

a.  The Bureau Director and Auditor to execute an amendment to Contract No. 33493 with Roy Sampsel for the purpose described in Section 1.

 

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.

 

 

Section 2.  The Council declares that an emergency exists because the continued development and implementation of a Portland Harbor Tribal Communication and Coordination strategy is critical to ensure a successful City effort in natural resource restoration efforts in Portland Harbor. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
