EXHIBIT A
Amendment No. 1 to PTE Agreement No. 34427
Modifications to Section III - Scope of Work
The purpose of PTE Agreement No. 34427 was for the Engineer of Record, David Evans and Associates, Inc. (DEA), to modify the Rivergate PS Relocation design that was completed in February 2001 and which was ready to bid, but was delayed by the establishment of new environmental overlay zones that included the pump station site. The modifications were required to accommodate environmental land use approval conditions, and Port of Portland concerns with the site plan configuration to avoid impacts to the Western Painted turtle population. The scope of work included revisions to three civil drawings and three electrical drawings, and a review of the specifications, which would include minor coordination editing. However, BES review of the first revised set of plans and specifications revealed that the modifications needed to be much more extensive in order to accommodate the updated designs for the BES standard Small Station Pump Controller and other electrical system interconnections and revised control system standards. This amendment serves to reimburse the Contractor for the resulting change in the scope of work. The additional scope elements and deliverables described as follows are assigned to existing tasks within the original scope of work.
III SCOPE OF WORK
TASK 2 – REVISION OF THE RIVERGATE WASTEWATER PUMP STATION RELOCATION PROJECT CONTRACT DOCUMENTS
Additional electrical modifications beyond the site layout/configuration changes included in the original scope of work include the following:
1. Modified standard pump cabling for separate power and control plugs and receptacles required changes to the specifications, updated details, and the development of a new cable wye breakout detail.
2. Modified power circuits to supply and exhaust fans including provisions for additional outlets for the fans.
3. Replacement of the original lighting control schematic with an entirely new one furnished by BES to conform to current BES standards. The use of the current lighting control diagram required extensive coordination with the interconnection wiring diagram, and drawing modifications for the routing of wiring and equipment location.
4. Replaced the outdated Small Station Pump Controller (SSPC), and HYDRA system reference drawings with the latest standard SSPC, HYDRA, and Captive Air Device reference drawings R1 through R8. The implementation the latest standard reference drawings required extensive coordination with the interconnection wiring diagram, and drawing modifications for the routing of wiring and panel locations.
5. Required to change the originally design for a main fused switch to a circuit breaker.
6. Researched and added a fixed limit thermostat for the controls enclosure heater to meet energy code requirements.
7. Added an exhaust fan to meet updated NFPA820 requirements.
8. Added a new Lower Explosive Limit (LEL) gas detection system to monitor the wet well as required by NFPA820, updated since the original design. Implementation of the LEL monitoring system required adding a new drawing, and involved coordination with the interconnection wiring diagram, plan modifications, and circuit schedule modifications.
9. Separated pump motor power and signal wiring into separate raceways on the schedule and in the plans.
10. Revised the drawings for updated captive air device standard details, and coordinated revised lengths and elevations.
11. Added current electrical testing specification similar to other recent pump station projects, and customized for the Rivergate PS project.
12. The above listed items required substantial modification and updating of the low voltage panel schedule.
13. Added schematic/drawing based wire numbers throughout the drawings wherever possible.
Additional Deliverables:
❖ Full-size and half-size paper copies of revised electrical drawings E0 through E7 incorporating the additional work described above.
❖ Modified final electrical specification sections for DIVISION 16 – ELECTRICAL.
❖ Electronic files for all revised/updated contract documents.
