ORDINANCE No. 177178
*Amend agreement with David Evans and Associates, Inc. to provide additional final design services for
the Rivergate Wastewater Pump Station Relocation, Project No. 5689 (Ordinance; amend Contract No. 34427)
The City of Portland ordains:
Section 1. The Council finds:
1. Ordinance No. 176863 authorized a contract for professional engineering services with David Evans and Associates, Inc. (DEA) to update Contract Documents originally finalized in February 2001 in order to incorporate modifications required by the Port of Portland and the Bureau of Development Services as conditions of land use approval.
2. Improvements and updates of the standard BES standard designs for the Small Station Pump Controller (SSPC), level control elements, and other required monitoring and alarm system components that have been implemented since the original design was completed. The need to update the Contract Documents to incorporate the current standards resulted in a greater than anticipated level of effort to update the electrical and control drawings and specifications.
3. This action amends DEA’s existing contract No. 34427 to provide compensation for the additional efforts required to update the final electrical drawings and specifications to produce Contract Document that conform to existing pump station control standards.
4. The estimated cost for the additional work is $ 8,508. Funds are available in the Sewer System Operating Fund, FY 2002-03 Adopted Budget, Bureau of Environmental Services, Center Code 145-22-110 Project Numbers 5689, Account No. 521000.
NOW, THEREFORE, the Council directs:
a. The Bureau Director and Auditor are authorized to execute a contract amendment with David Evans and Associates, Inc. for the purpose described in Section 1, in the amount of $8,508.
b. The Chief Engineer of the Bureau of Environmental Services shall be authorized to approve changes to the contract price up to 10 percent of the revised contract amount.
c. That the City’s Project Manager may execute any amendments not increasing the cost ceiling.
d. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Adopted Sewer System Operating Fund, FY 2002-2003 when demand is presented and approved by the proper authority.
Section 2: The Council declares an emergency that an emergency exists because time is of the essence to relocate the Rivergate pump station in accordance with the BES Pump Station Improvement Plan. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
