ORDINANCE NO. 177175

*Authorize an Intergovernmental Agreement with the Washington State Patrol for periodic rentals of their emergency vehicle operations training facility for the training of City officers (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

 1.  The State of Oregon requires police officers to receive training in the operation of emergency vehicles.

 2.  The Washington State Patrol (WSP) is recognized for their emergency vehicle operation training facility.

3.  The WSP is willing to allow the City access to this facility for emergency vehicle operation training to be conducted by Portland Police Training Division personnel.

4.  The Police wish to use the WSP training facility.

5.  Compensation to the WSP under this two (2) year agreement is not to exceed $6,000. The compensation for this time period resides within the Police Bureau Training Division budget.

NOW, therefore, the Council directs:

a.  The Mayor and the Auditor are hereby authorized to enter into the agreement for facility use between the City of Portland and the Washington State Patrol as stated in the agreement attached as Exhibit A.

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the City and the Washington State Patrol of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
