ORDINANCE NO. 177149

 

* Authorize an agreement with Outside-In for $36,393 for transitional housing and case management for homeless youth with HIV/AIDS and provide for payment (Ordinance)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development to fund projects within a six county area to assist individuals with HIV/AIDS.

 

2.  Outside-In submitted a proposal to provide two units of transitional housing serving homeless youth with HIV/AIDS. This program was recommended for funding by the Portland EMA HIV/AIDS Housing Committee.

 

3.  Outside-In has the experience and capacity to provide these services and administer these funds.

 

4.  There is funding in the approved FY 02-03 Bureau Housing and Community Development Budget from the HOPWA to provide these services.

 

5.  Outside-In has provided these services and performed requirements since July 1, 2002. Both Outside-In and the Bureau of Housing and Community Development considered the Agreement to be in effect since July 1, 2002. Ongoing negotiations over some contractual details caused a delay in executing a final Agreement, but the City wishes to compensate Outside In for expenses incurred and it is appropriate for City Council to authorize a retroactive effective date of July 1, 2002.

 

6.  The City now wishes to enter into an agreement with Outside-In in the amount of $36,393 to support the Transitional Housing Program.

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Outside-In for the Outside-In transitional housing and case management for homeless youth with HIV/AIDS 02 in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only) with a retroactive effective date of July 1, 2002.

 

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing Opportunity for Persons With AIDS Grant Fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Outside-In's ability to provide transitional housing and case management for homeless youth with HIV/AIDS; therefore, this ordinance shall be in force and effect from and after its passage by Council.
