ORDINANCE No. 177145

*  Amend agreement with CH2M HILL for professional engineering services for the Columbia Boulevard Wastewater Treatment Plant Solids Processing Building Odor Control Project No. 6844 (Ordinance; amend Contract No. 33126)

The City of Portland ordains:

Section 1. The Council finds:

1.  CH2M HILL was previously selected in accordance with Chapter 5.68 of the Code of the City of Portland to provide professional engineering services for the design and construction of the Columbia Boulevard Wastewater Treatment Plant (CBWTP) Solids Processing Building Odor Control Facilities.

2.  This action amends CH2M HILL’s existing contract No. 33126 to include additional services during construction as requested by BES to complete the project.

3.  The established cost for the additional work is $97,000 for additional services during construction, which establishes a new contract limit of $907,045. Funds are available in the Sewer System Operating Fund, FY 2002-03 Adopted Budget, Bureau of Environmental Services, Center Code 145-22-110, Project Number 6844, Account No. 521000.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Affairs and Auditor are authorized to execute a contract amendment with CH2M HILL for the purpose described in Section 1, in the amount of $97,000.

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Capital Improvement Budget when demand is presented and approved by the proper authority.

Section 2: The Council declares an emergency that an emergency exists because time is of the essence in order to execute these additional professional services and complete construction and project start-up. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
