ORDINANCE No. 177134
*Authorize Contract with Capital Project Consultants to provide Sheltered Market Program technical assistance services to disadvantaged, minority, women and emerging small businesses. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Based on the findings of the 1996 Oregon Regional Consortium Disparity Study and in accordance with the City of Portland’s Fair Contracting and Employment Strategy, there is a need to provide assistance to disadvantaged, minority, women and emerging small businesses.
2. The most cost effective and efficient way to provide technical assistance to the largest number of disadvantaged, minority, women and emerging small businesses is through a consultant(s) selected by the interagency partnership.
3. The Portland Development Commission and Multnomah County have made financial commitments of $15,000 and $50,000, respectively towards this effort.
4. A Consultant Selection Process was conducted pursuant to Section 5.68 of the City
Code and Capital Project Consultants was unanimously selected as the most advantageous proposal. .
5. Sufficient appropriation exists within the FY 2002-03Adopted Budget of the Bureau
of Purchases in support of the contract.
NOW THEREFORE, the Council directs:
a. The Mayor and Auditor are hereby authorized to execute the Contract attached hereto as Exhibit A.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants in an amount not to exceed $100,000.
c. Should additional funding become available for this program, the Chief
Administrative Officer is authorized to amend the Contract’s compensation
provisions consistent with additional available resources.
Section 2. The Council declares that an emergency exists in order that there be no delay in service delivery; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
