*Authorize an Intergovernmental Agreement with Portland Community College for the City Workforce Training and Hiring Program (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The City has a compelling governmental interest in facilitating the full participation of all persons in opportunities generated by the City’s public works contracts, as detailed in the 1993 and 1995 “Fair Contracting and Employment Initiatives” previously adopted by the City Council. As a result, the City has signed Intergovernmental Agreements with the Tri-County Metropolitan District of Oregon (“Tri-Met”), Multnomah County, and the Portland Development Commission to jointly participate in the Workforce Training & Hiring Program that maximizes apprenticeship and employment opportunities for minorities, women and economically disadvantaged workers in the construction trades.

 

2.  Portland Community College has expressed an interest in adopting the Workforce program which is substantially similar to that adopted by the City. To facilitate that adoption and to further City/County cooperation in the areas of construction and nondiscrimination, an Intergovernmental Agreement (IGA) has been developed.

 

3.  The proposed IGA would permit the City to provide data entry services, monthly participation reports, statistical reports, and outreach services to PCC while simultaneously providing PCC with assistance in establishing a Workforce program. In return, PCC will coordinate this program with the City and provide funding to the City in the sum of $15,000 for the 2002-2003 fiscal year. Should the services billing on PCC related work exceed $15,000, PCC will be billed at a rate of $35.00 per hour. This annual and hourly rate will be renegotiated annually. The City will endeavor to provide advance notice to PCC if project funds appear to be running out.

 

4.  PCC already has authorized its participation in the attached IGA.

 

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor and Auditor are authorized to execute an Intergovernmental Agreement with Portland Community College to assist PCC in the adoption of the Workforce Training & Hiring Program. The Agreement shall be in a form substantially similar to the proposed IGA that has been attached to this Ordinance as Exhibit A, and by reference made a part of it.

 

b.  The Bureau of Purchases is directed to carry out this IGA on behalf of the City.

 

 Section 2. The Council declares that an emergency exists because PCC has previously authorized execution of the IGA and it is important that PCC be able to begin full implementation of this program with the City’s assistance; therefore this Ordinance shall be in full force and effect from and after its passage by the Council.
