ORDINANCE NO. 177118
* Agreement with City of Gresham for $968,102 for the City of Gresham's HOME Investment Partnership Program and provide for payment (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The Portland HOME Consortium, of which the City of Gresham is a member, is a recipient of funding under the U.S. Department of Housing and Urban Development HOME Investment Partnership Program.
2. In accordance with the HOME Consortium Agreement (No. 50305), a portion of the HOME grant is attributable to Gresham's participation in the Consortium, and Gresham is entitled to plan for the expenditure of such funds.
3. There is a total of $1,052,732 in HOME funds available to Gresham in the City Housing and Community Development Budget, comprised of $664,693 in FY 2002-03 HOME funds allocated to Gresham pursuant to the HOME Consortium Agreement and $388,039 in FY 2001-2002 carryover funds. The City of Gresham will implement a portion of the HOME Program in the amount of $968,102 in accordance with the Budget as Attachment A (attached to original ordinance only). The balance of Gresham’s HOME Program funding will be administered by the City of Portland.
4. Funds for this agreement are available in the approved FY 2002-03 Budget for HOME funds.
5. An Agreement should be entered into to cover costs incurred to administer the Gresham HOME program beginning July 1, 2002.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with City of Gresham for the City of Gresham's HOME Investment Partnership Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the HOME grant fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt City of Gresham's ability to provide the City of Gresham's HOME Investment Partnership Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
