ORDINANCE NO. 177111

•  Authorize agreement with Oregon Department of Transportation to allow an

Emergency Preemption Signal Installation at Sandy Boulevard at M.P. 3.0 (Ordinance)

The City of Portland ordains:

Section 1.  The Council finds:

1.  The City plans to reactivate a previously unused fire station at the southwest corner of NE 56^th and Sandy Blvd. The City plans to add a new bay for a fire truck, which will exit onto Sandy Blvd. At M.P. 3.0 west of NE 56th. For the purpose of providing acceptable traffic circulation patterns on public highways, the City plans and proposes to install an emergency preemption signal for the fire station. The signal shall remain green except when pre-empted by vehicles exiting the station.

2.  The estimated cost to construct this project is $80,000.

3.  Agreement No. 19676 is attached, signed by ODOT and approved as to form by the City Attorney.

4.  The Bureau of General Services recommends that the attached Agreement No. 19676 be approved with ODOT to provide the services in the attached Agreement (Attachment No. 1) for a total Agreement amount of $80,000.

NOW, THEREFORE, the Council directs:

 a.  The Mayor and Auditor are authorized to execute the Agreement, attached hereto as Attachment No. 1, with the Oregon Department of Transportation (ODOT) in the amount of $80,000.

 b.  The Mayor and Auditor are hereby authorized to draw and deliver checks chargeable to the fiscal year 2002-03 Fire and Rescue Facilities GO Bond Construction Fund budget, when demand is presented and approved by the proper authorities.

Section 2.  The Council declares that an emergency exists because a delay in proceeding with this Agreement could result in additional expense to the City; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
