PROPOSAL: The proposed six-story project consists of development at the southeast corner of the intersection of SW 12th Avenue and SW Montgomery Street. The primary building frontages will be along SW 12th and Montgomery. The project includes 130 single-room residences over a ground level of accessory residential use. The ground level includes residence amenities such as a lobby, leasing offices and recreation spaces as well as related mechanical space. The upper residences will be self-contained efficiency apartments with a small kitchenette and bathroom. Shared laundry facilities will be provided on the residence floors. Residents will enter off Montgomery (a pedestrian-only vacated right-of-way) into a common lobby. This residential lobby will be well lit and very visible from the street with built-in seating areas along the exterior.

Along the east side of the building a new exterior plaza is provided for the residents. The character of the plaza is defined with district urban elements: raised planters, water features, textured and patterned concrete pavers. This plaza will also serve as a model of how storm-water runoff can be integrated within an urban setting, educating its occupants and enlivening the spaces. A Modification is being requested along SW 12th Avenue to decrease the required transit street setback from the curb from 15’-0” to 12’-0”. An Adjustment is being requested to waive the loading requirement of one loading space.
The exterior character of the building will be a contemporary interpretation of the surrounding neighborhood residential buildings. The sustainable design plays an important role in the design of the building. The building is massed into three basic forms. Each form has a relationship with its primary solar orientation. The orientation initiates the articulation and provides a basis for the organization of the exterior elevations. The primary exterior materials are brick, exposed concrete, and metal siding. Exterior projections such as canopies and sun shading devices will be made of metal and glass.
Due to the lack of a quorum on May 30, 2002, the 2:15 p.m. hearing had to be rescheduled to June 12, 2002 at 2:00 p.m.
On June 12, 2002 at a regular Council session at 2:00 p.m. the Council considered the Trevor Bryant appeal of a new development in a design overlay zone.
The hearing was opened in City Council Chambers, 1221 SW Fourth Avenue, on June 12, 2002 at 2:00 p.m. at the conclusion of the public hearing, the City Council voted to deny the appeal and uphold the Design Commission’s decision to approve a design review with modification and adjustment for a six-story, 130-unit student housing facility.
Based on evidence in the record, and adoption of the Design Commission’s decision as its findings in Case File 01-00805 DZM AD, by this reference made a part of this Order, City Council hereby affirms the Design Commission’s decision and denies Trevor Bryant’s appeal.
