*Accept a $110,625 grant from the U.S. Department of Justice, Office of Community Oriented Policing Services COPS More 02. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) has made funding available to the Portland Police Bureau under the COPS MORE 02 program.

2.  The Portland Police Bureau has been awarded a $110,625 grant to crime analysis software. The new Software will assist the officers in gathering information for their directed patrol activity.

Precinct Crime analysts will use this tool to provide officers with focused timely information

and crime trend data thus saving officers time.

3.  The grant period officially began 8/1/02 and runs to 7/31/03.

4.  This grant requires a cash match of $36,875. The cities of Tigard, Beaverton, Hillsboro and Washington County Sheriff Department have agreed to support this project by committing to matching funds.

Now, therefore, the Council directs:

a.  The Mayor is authorized to sign the grant award agreement from the U.S. Department of Justice, Office of Community Oriented Policing Services, COPS More ‘02 Program.

b.   An increase in appropriation for FY 02-03 and transfer of funds for the grant is authorized as follows:

Section 2. The Council declares that an emergency exists in that any delay in the acceptance of this grant will result in losing the opportunity for funding this project; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
