Ordinance No. 177101

*Authorize and accept a grant contract between the State of Oregon and the City in the amount of $112,950 for FY 2002/2003 to support the delivery of community based economic development services by North Portland Neighborhood Services in the St Johns Town Center.

The City of Portland ordains:

Section 1.  The Council finds:

1.  North Portland Neighborhood Services has entered into an agreement with Oregon Housing and Community Services to assist in the community based economic revitalization of the St. Johns Town Center.

2.  The State of Oregon provides funds to support community based economic development through the Community Development Incentive Fund.

3.  These Community Development Incentive Funds create a valuable partnership between the City of Portland and the State of Oregon to serve the community and meet goals of collaboration between government jurisdictions.

4.  North Portland Neighborhood Services has been awarded a grant of $112,950 from Oregon Housing and Community Services via a grant contract for FY 2002/2003.

NOW, THEREFORE, the council directs:

A.  The Commissioner in Charge and the City Auditor are hearby authorized to execute the agreement, in substantially similar form as Exhibit A, in the amount of $112,950.

The FY 2002-2003 budget is amended as follows:

B.  The Mayor and the City Auditor are hearby authorized to accept on behalf of the City of Portland a grant from the State of Oregon in the amount of $112,950.

Section 2.  The Council declares that an emergency exists and to avoid delay in service delivery; therefore, this ordinance shall be in force and effect from and after passage by the Council.
