ORDINANCE NO. 177099
* Authorize agreement with Albina Ministerial Alliance for $150,000 to fund activities related to the Residential Displacement Prevention Grant Project and provide for payment. (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The City’s Bureau of Housing and Community Development is primarily responsible for the planning and administration of housing and community development funds and related program development.
2. The Bureau recently completed an assessment and report on residential displacement in North and Inner Northeast Portland that resulted in a set of recommendations for allocating Housing Investment Funds targeted to serve households with incomes at or below 50% of the Area Median Income.
3. One component from community members who participated in that assessment was the establishment of the Residential Displacement Prevention Grant Pilot Project (RDPGP), which will provide limited financial assistance coupled with case management and other social services to assist low-income households facing involuntary displacement.
4. The City conducted a request for proposals and selection process to implement the Residential Displacement Prevention Grant Project. Albina Ministerial Alliance submitted a proposal, in collaboration with other community-based social service agencies, to provide services under the pilot project. AMA was selected to receive an allocation of $150,000 to implement the RDPGP.
5. Funding for the Residential Displacement Prevention Grant Project has been approved by City Council in the 2002-2003 fiscal year from a Housing Investment Fund allocation.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Albina Ministerial Alliance for the Residential Displacement Prevention Grant Project in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing Investment Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Albina Ministerial Alliance’s ability to provide the Residential Displacement Prevention Grant Project; therefore, this ordinance shall be in force and effect from and after its passage by Council.
