ORDINANCE No. 177095

 

*Amend contract for combined sewer overflow modeling services with David J. Collins Engineering in the amount of $400,000 and extend the contract duration to June 30, 2004 (Ordinance; amend Contract No.33185)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City’s combined sewer system routinely discharges combined sewage to the Willamette River.

2.  The City has entered into an Amended Stipulation and Final Order (ASFO) with the Oregon Department of Environmental Quality to reduce combined sewer overflow discharges to the Willamette River and is actively engaged in developing strategies and solutions to this end.

3.  Several aspects of the City’s CSO program are engaged in various planning and design projects which require detailed and precise models of the City’s combined sewer system. These models are required to meet regulatory demands and deadlines as well as provide necessary information to complex engineering problems raised because of an aging sewer infrastructure.

 

4.  Substantial portions of these detailed sewer models have already been assembled, but require further work to refine, validate, apply, and complete for the City’s entire sanitary and combined sewer systems. This is consistent with program objectives and deadlines already established by various CSO programs and in anticipation of pending federal and state regulations.

5.  The most efficient approach to this integrated modeling, which provides BES planners and engineers the needed modeling results in a timely manner requires consolidation of many modeling efforts, under the direction of the BES Systems Analysis section.

6.  This consolidation of effort requires the inclusion of additional contract staff to meet the modeling schedules as part of larger CSO programs. These include the West and East Side CSO Tunnel projects, the CSO Sizing and Flow Management Pre-Design project.

 

7.  David J. Collins Engineering provides the required on-site Lead Modeling services, under the direction of the BES Systems Analysis section.

 

8.  The contract cost ceiling shall be amended by $400,000, for a total contract cost ceiling of $688,000.

 

9.  Funds are available in the Bureau of Environmental Services, FY 2002-2003, Center Code 145-22-110, primarily under the following capital projects: Eastside CSO Tunnel (#5516), CSO Sizing and Flow Management Pre-design Program (#7341), Eastside Inflow Control Pre-design (#6907), Beech Essex Pre-design (#6673), NW Neighborhoods Basins Pre-design (#6675), Carolina Basins Stream Separation Pre-design (#5506), Tanner Creek Phase 3 (#5501), Lents I & II Basin Pre-design (#6911). Expenses for FY 2003-2004 will be included in the future capital budget.

 

10.  The contract duration shall be expended to June 30, 2004.

 

NOW, THEREFORE, the council directs:

 

 a.  The BES Bureau Director to execute an amendment in substantially the same form as attached herein as Attachment A to the contract with David J. Collins Engineering. (Contract No. 33185) for the provision of additional modeling services in the amount of $400,000 and extend the contract duration to June 30, 2004

 

 b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund when demand is presented and approved by the proper authority.

 

Section 2.  The Council declares that an emergency exists because of the time critical nature of this modeling work for planning and design activities performed as part of the West and East Side CSO Tunnel projects, the CSO Sizing and Flow Management Pre-Design project. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
