*Authorized a sole source professional services contract with Inform – Network for Management Systems Limited for software development (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. In February 2000, the City of Portland (City), through the Office of Transportation, entered into a professional services contract with KnowledgeTech Solutions, Inc. (KTS) to implement Maximo within the Office of Transportation.
2. KeyCurve Inc. (formerly KTS) used Inform as a subcontractor to design and implement Geographic Information Systems (GIS) applications to be utilized with the Maximo software.
3. Maximo and GIS are fundamental technologies supporting Transportation’s asset management activities. Transportation has determined that modifications to these applications will significantly enhance their value to the organization.
4. It is now in the City’s interest to enter into an agreement with Inform for the remaining refinements to two applications that were designed and implemented under Transportation’s contract with KTS.
5. Contracting with Inform is the most cost-effective solution provider because:
• Inform is the original developer of the applications to be refined
• Inform has extensive experience working with ArcGIS and ArcObjects, a skill set which is not widely available in the vendor market currently
• Inform has experience interfacing ArcGIS products with Maximo, Transportation’s work management system
• Inform has extensive experience developing software using the City’s Corporate GIS Software Architecture
• Transportation’s employees have an immediate need for application improvements which support maintenance of and access to infrastructure asset data
NOW THEREFORE, the Council directs:
a. The Commissioner of Public Utilities and the Auditor are authorized to enter into a sole source professional services contract with Inform – Network for Management Systems Limited (City Code §5.68 is waived), substantially similar in form to the draft agreement attached to this document and reference made a part hereof
b. The Bureau Director is authorized to approve any amount over the original contract amount, up to 15 percent, in writing. The City Council is authorized to approve by ordinance any amendment that increases the amount of compensation payable to Inform over an amount equal to or greater than 15 percent above the total contract amount
c. The Mayor and the Auditor are authorized to draw and deliver warrants when demand is presented and approved by the proper authorities.

Section 2. The council declares an emergency exists because a delay in proceeding with this agreement will unnecessarily deprive the City of Portland of the benefit of these services; therefore, this Ordinance shall be in full force and effect from and after its passage by the council
