ORDINANCE No. 177090
* Authorize Intergovernmental Agreement with the Housing Authority of Portland for lobbying services for the Columbia Villa redevelopment. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Housing Authority of Portland received a HOPE VI grant from the US Department of Housing and Urban Development to redevelop Columbia Villa; and
2. The Housing Authority of Portland’s ability to successfully redevelop Columbia Villa will require a high level of coordination with HUD.
3. The Housing Authority of Portland and the City of Portland have authority under ORS Chapter 190 to enter into a cooperative intergovernmental agreement; and
4. The City of Portland has an existing agreement with Ball Janik LLP for promoting City priorities within the Federal government.
NOW, THEREFORE, the Council directs:
a. The Commissioner in Charge is authorized to execute the agreement with the Housing Authority of Portland, authorizing Ball Janik LLP, specifically Vicki Cram, to represent the Housing Authority of Portland relative to coordinating communication and other activities with members of the Oregon Congressional Delegation, and representatives from the US Department of Housing and urban Development, attached hereto as Exhibit A.
Section 2. The Council declares that an emergency due to the timeliness of the grant; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
