ORDINANCE NO. 177088

 

*Amend agreement with National Conference for Community and Justice for use of U.S. Department of Justice, Office of Community Oriented Policing Services, Value Based Initiative Project funds. (Ordinance; amend Contract No. 34231)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) has awarded the City of Portland Police Bureau a grant for $200,000 under the Value Based Initiative project.

     

2.  The purpose of this COPS grant program is to encourage law enforcement agencies to create or strengthen local projects that build trust between the police and their faith-based communities. The grant was award to the City of Portland Police Bureau for the Dialogue Circles Project. The mission of the project is to provide individuals a structure in which to explore their own assumptions regarding differences while more clearly defining the role of policing in promoting and ensuring the elements of civility: respect, compassion, justice.

 

 3. $111,740 of the Office of Justice Program grant funds was provided to the Portland Chapter of the National Conference for Community and Justice (NCCJ), a human relations organization dedicated to fighting bias, bigotry and racism in America with Contract No. 34231, Ordinance 176533.

 

4. The agreement will be amended to increase the total by $4,000 to a total of $115,740 to allow NCCJ to pay a stipend for an internship related to the grant funded project and to allow other increases as needed and upon approval of the City and NCCJ.

 

NOW, therefore, the Council directs:

 

a.  The Mayor is authorized to sign an agreement amendment for an additional $4,000 between the City of Portland and the National Conference for Community and Justice.

 

Section 2. The Council declares that an emergency exists in that any delay in this ordinance would cause delay in implementing this important program; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
